To: Captain George Hope
Victory October 15th, 1805
Sir
You will with the Agamemnon take a station west from Cadiz from seven to ten leagues by which means if the enemy should move I hope to have instant information, as two or three ships will be kept as at present between the fleet and your two ships, and it seems thought by Captain Blackwood that a ship or two may attempt to drive the frigates off and if that should be the case you will be at hand to assist.

Nelson’s tactics outside Cadiz were the same as those he had used outside Toulon between 1803 and March 1805. Nelson set frigates to watch Cadiz while the main part of the fleet lay in wait out of sight over the horizon in the hope of luring out the Combined Fleet.
Henry Blackwood, captain of the Euralyus, commanded Nelson’s inshore squadron off the Spanish coast. He reported the movements of the Combined Fleet to Nelson. George Hope in the Agamemnon was sent to support him.
